The development is invested by Ha Long Investment and Development Production Company Limited a subsidiary of BIM Land - member of BIM Group which currently executes urban, resort, and commercial service projects nationwide.
The investment policy for Marina Living Halong was formally approved by the Quang Ninh Provincial People's Committee under Decision No. 4136/QD-UBND dated October 31, 2025. Project details were subsequently released by the Quang Ninh Department of Construction in Announcement No. 5487/TB-SXD dated June 16, 2026.
The development encompasses a total land area of 29,758.66 m², with an estimated resident population of approximately 5,000 individuals. According to official disclosures, the project comprises two social housing towers (A and B) alongside a commercial residential tower (T). Each tower spans 30 storeys, incorporating a dedicated technical floor and two basement levels.
The entire complex yields 2,645 units, comprising 2,093 social housing units, 542 commercial residential units, and 10 commercial service units. The social housing residences feature projected floor areas ranging from 45 m² to 69.9 m², configured with one to three bedrooms.
The provisional average selling price is set at 24,818,000 VND per square meter of usable floor area, inclusive of Value Added Tax (VAT) and exclusive of the maintenance fund. The definitive selling price will be determined, appraised, and promulgated in compliance with social housing legislation.

Construction commenced on December 19, 2025, with structural work currently underway on the foundation and basement levels. The developer anticipates completing the complex during the 2027–2029 period for commissioning in alignment with the approved schedule.
Commitment to disclosure, transparency and anti-corruption
BIM Land affirms that the social value of Marina Living Halong can only be safeguarded when access to housing is granted to correct, eligible beneficiaries in a fair and transparent manner. The developer undertakes to publicly disclose all project specifications, pricing, eligibility criteria, application procedures, and submission timelines; while strictly prohibiting practices that exploit social housing policies for unlawful gain such as the trading of reserved allocations, collection of reservation or priority fees, falsification of documentation, impersonation of the developer, or assurances to influence evaluation outcomes. Marina Living Halong maintains no "diplomatic allocations" or priority mechanisms outside statutory provisions, and no individual or entity possesses the authority to guarantee application approval.
BIM Land advises the public to rely solely on information published by regulatory authorities and official developer channels, and to refrain from transferring funds, making deposits, or paying fees to third parties claiming the ability to secure reservations, prioritize applications, or guarantee unit purchase rights.
The official timeline, location, and procedural guidelines for application submission will be publicly announced as prescribed by law. Interested applicants are encouraged to monitor updates from the Quang Ninh Department of Construction and the developer, and to prepare their dossiers strictly in accordance with statutory eligibility criteria, conditions, and procedures.
